you need to change the keyboard layout in a terminal session

Solution
To change your keyboard settings from a xterm, konsole or terminal session you can use:
#old way
sudo dpkg-reconfigure console-data
If this does not work, try the following command:
#newer versions
sudo dpkg-reconfigure keyboard-configuration
