Solution
A problem you might have when forking processes and running against the "Number of Tasks" Limit.
Changing the NR_TASKS value in tasks.h and recompilation might solve your problem
/usr/src/linux/include/linux/tasks.h
Change
#define NR_TASKS 512 /* On x86 Max 4092, or 4090 w/APM
This error can also be causes while mounting a windows share on your linux computer.
mount error 11 = Resource temporarily unavailable
A reboot can solve your problem in this case.
