You would like some custom background.
The standard background wallpaper on a Winpe Boot-CD is called Winpe.bmp.
Convert the Wallpaper you want to use in bmp format and rename it in Winpe.bmp. Locate the original Winpe.bmp in your source directory and exchange the original file with your custom file.
After this step you can create the Iso-image for your Winpe-bootdisk (for example with oscdimg) and burn it on CD.
