Es soll ein "system state backup" aus der Kommandozeile gestartet werden

Cause

keiner

Solution

Man kann dies mit ntbackup erledigen.
Beispiel:

ntbackup backup SYSTEMSTATE /j "Command Line Backup" /f "c:\ad-export\ad-backup.bkf"

Oder als Skript:

rem Dies sichert den Systemstatus und schreibt ein Logfile

rem Sicherstellen, dass es c:\Temp für die Logdatei gibt!
